Susan Ginsburg

Former Senior Counsel, 9/11 Commission

Susan Ginsburg is the co-founder and CEO of Criticality Sciences, Inc. which provides resilience metrics and mitigation services and software to critical infrastructure utilities.  As a senior counsel at the National Commissioner of Terrorist Attacks Upon the United States (9-11 Commission), she was the team leader for its examination and recommendations concerning terrorist tactics for travel, visa acquisition, entry, and maintaining status in the United States. She served on the first DHS Quadrennial Homeland Security Review Advisory Committee and on the Rice-Chertoff Secure Borders Open Doors Advisory Committee. She is the author of Securing Human Mobility in the Age of Risk: New Challenges for Travel, Borders, and Migration, Migration Policy Institute (2010). Her numerous publications also include Countering Terrorist Mobility: Shaping an Operational Strategy, Migration Policy Institute (2006) and The Sourcebook of Public-Private Partnerships for Security and Resilience (2018). She served as chief of staff and senior advisor to the Under Secretary for Enforcement at the Department of the Treasury from 1994-2001 and as special assistant in the Department of State’s Office of International Narcotics and Law Enforcement Matters from 1979-1981. A lawyer, she practiced civil litigation after serving as law clerk and teaching assistant to Judge A. Leon Higginbotham of the Court of Appeals for the Third Circuit. Previously, she had worked as a legislative assistant in the House of Representatives.  She graduated from Bryn Mawr College and University of Pennsylvania Law School.
