National Security Leaders Warn: Visa Delays and Policy Disputes Risk Undermining International Student Programs

WASHINGTON – The Council on National Security and Immigration (CNSI) today expressed concern over the Trump Administration’s termination of Harvard University’s international student program and the broader impact of ongoing visa delays.


“International students play a vital role in strengthening America’s global ties, contributing to our economy, and advancing U.S. diplomatic and security interests. By living, studying, and building relationships in the United States, they become long-term ambassadors for American values.


“We are concerned by the State Department’s recent decision to pause all student visa interviews until further notice while a new policy of reviewing social media activity is implemented. These delays create significant uncertainty for American institutions and for international students seeking to begin their education in the United States. At a time when global competition for talent is increasing, such disruptions undermine the ability of U.S. institutions to attract the best and brightest from around the world.


“Furthermore, with respect to the administration’s attempt to block Harvard from enrolling any foreign students, disputes with institutions should not sweep up international students in good standing. We support strong enforcement of visa eligibility rules and the Department of Homeland Security’s responsibility to ensure that student visa programs operate with integrity. We have consistently called for improved resources and oversight for the Student and Exchange Visitor Information System (SEVIS), particularly in identifying individuals who have overstayed their visas or fallen out of status, including those who have been expelled from schools.


“Visa revocations must be based on clear criteria, carried out through a structured and transparent process, and include timely notice and an opportunity for affected students to respond. Actions taken without such due process risk damaging the credibility of the enforcement system and harming individuals who are fully complying with the terms of their visa.


“We urge the administration to adopt a more targeted, fair, and accountable approach that distinguishes between institutional oversight and individual student compliance. A visa enforcement system that protects national security must also uphold the rule of law and the rights of those who follow it.”
