Julie Dunne
Former General Services Administration
Julie Dunne is an established authority on federal procurement, federal IT modernization, cybersecurity and government management. As head of Monument’s Federal Procurement practice and a member of the cybersecurity and technology practices, she provides strategic guidance on executive branch policy and regulatory, and legislative developments.
Julie’s government experience includes senior roles at three federal agencies: the General Services Administration, Department of Homeland Security and Department of Commerce. In her most recent government service, Julie was the Commissioner of GSA’s Federal Acquisition Service, where she led an organization of 3,500 staff responsible for government-wide acquisitions valued at $75 billion. While at DHS she served as the Deputy Executive Secretary in the Secretary's office and Associate General Counsel for General Law in the Office of the General Counsel. She also has had senior counsel roles at the House Committee on Oversight and Government Reform and the Senate Homeland Security and Governmental Affairs Committee where she covered acquisition and federal IT management policy and led on related oversight projects and investigations. Julie also has practiced law at two DC law firms, specializing in government contracts and trade.
Julie holds a Bachelor of Science from James Madison University, a Master of International Commerce and Policy from George Mason University, and a Juris Doctor from American University.
