Hillary Batjer Johnson
Former U.S. Department of State
Hillary Batjer Johnson served as a distinguished member of the Senior Executive Service at the United States Department of State. She most recently served as Deputy Coordinator for Homeland Security, Screening, and Designations at the State Department’s Bureau of Counterterrorism, focused on the intersection between United States foreign policy and counterterrorism and homeland security objectives to counter terrorist travel and financing. In that role, Hillary led State Department teams to strengthen global aviation and border security, including through terrorist watchlisting and screening, and oversaw the Secretary of State’s terrorist designations and sanctions authorities. Hillary also advanced U.S. critical infrastructure security and resilience and critical energy infrastructure protection approaches globally. Hillary worked with foreign partners and international organizations to adopt and deploy U.S. national security tools and standards and led the State Department’s consultative role in the U.S. Visa Waiver Program (VWP).
Hillary began her State Department career in 1999 as a Presidential Management Fellow in the Bureau of Western Hemisphere Affairs where she advanced policies and programs to strengthen hemispheric security, promote human rights, and combat trafficking in persons. Hillary also served on the Secretary of State’s Policy Planning team, covering the Western Hemisphere.
Hillary holds a BA in History from Whitman College in Walla Walla, Washington State and a Master’s of Pacific and International Studies, with a focus on Latin America, from the University of California, San Diego’s School of Global Policy and Strategy. She resides in Orange County, California.
