Edward M. Fluhr
Former U.S. Department of Homeland Security
Edward Fluhr has over 25 years of experience working on biometrics, immigration, and border screening policy.
During his 20 years at the U.S. Department of Homeland Security (DHS), Mr. Fluhr worked on a variety of priority programs. While working on the Law Enforcement Policy team for DHS Policy, Mr. Fluhr coordinated policy across the Department’s law enforcement components. He co-authored a joint DHS-DOJ report on biometric technology designed to support state and local law enforcement use of biometrics. His policy work earned him two DHS Secretary’s Meritorious Service Silver Medal Awards in 2023 and 2024. While at DHS Policy, Mr. Fluhr also worked in DHS International Affairs.
While at U.S. Customs and Border Protection (CBP) Office of Field Operations, Mr. Fluhr developed policy guidance, privacy oversight, regulatory statements, and communications campaigns for several innovative technology programs for our Nation’s ports of entry, including biometric exit processing for international travelers, the introduction of facial recognition in cargo processing pilot tests, and CBP’s new counter-drone program. Mr. Fluhr started with DHS in 2005, where he developed policy for DHS’s biometric database. There he oversaw the development of regulations, department-level policies, privacy compliance, and interagency partnerships related to biometric data collection, use, and sharing.
From 2000 to 2005, Mr. Fluhr represented the interests of the U.S. travel and tourism industry before Congress and the Administration, ensuring international travel to the U.S. for business and leisure could continue in a secure manner in the new post 9/11 security environment. He is a graduate of the University of Maryland, with a degree in Government and Politics.
